In the context of marine species declines in data-limited regions, local ecological knowledge (LEK) is a valuable source of information on species ecology and historical trends. LEK can also help understand how threatened species exist within a local culture, in terms of their uses and values, and reveal attitudes towards their conservation. Rhino rays (guitarfish and wedgefish) are highly threatened by overfishing with most species critically endangered, yet poorly studied in countries like India that fish them the most. We drew on LEK to understand the socio-ecological status of rhino rays in Goa, on the west coast of India. We investigated their habitat use and seasonality, interaction with fisheries, socio-economic uses and relational values. We also explored attitudes of fishers towards rhino rays and their conservation. A combination of semistructured interviews and key informant interviews (88 in total) was conducted with fishers at multiple sites. Local knowledge suggests that nearshore habitats around river mouths form important nursery grounds for some rhino rays, and provided insights on their seasonality and breeding. Rhino rays appeared to be targeted historically but are entirely bycaught at present, with highest catches in gillnets and in the South Goa district, during September and October. LEK indicated that taxa like sawfish (Pristis spp.) and wedgefish (Rhynchobatus spp.) have severely declined or disappeared from this region. We coded different relational values, from recreation (rhino rays are consumed and enjoyed with alcohol) to symbolic values (rhino rays are considered lucky). All key informants expressed positive attitudes towards rhino ray conservation and stated that a ban on landing these species would have little to no impact on fisher earnings. The usefulness of LEK suggests it should be brought into the scientific mainstream to support development of more equitable and socially appropriate management plans. Fostering relational values can reinforce fishers' positive attitudes, thereby enhancing rhino ray conservation. Their low commercial value and potentially high post-capture survival suggest that using norm-based approaches to promote live release may be successful. Further research on rhino ray ecology and human dimensions can support the development of appropriate conservation interventions. Drawing on local knowledge and attitudes for the conservation of critically endangered rhino rays in Goa, India

Local ecological knowledge provides novel, detailed and context-specific information about human and non-human use of marine ecosystems, therefore incorporating this knowledge into marine conservation planning is crucial. Participatory mapping offers an opportunity to include local knowledge in spatial planning for natural resource management. However, local knowledge presents certain challenges in the form of data inconsistencies, fuzziness and inability to disaggregate different types and formats of knowledge. Using the case of fisheries in southern Maharashtra state, India, I demonstrate how local ecological knowledge may be used to improve the understanding of data-poor fisheries. In the context of fisheries that are globally recognised as lacking management, I examine how local ecological and spatial knowledge about species and fishing practices can be used to fill fine-scale management gaps that do not account for context-specific habitat use. I also explore how fishers'spatial knowledge is intertwined with other forms of local knowledge. The participatory mapping exercise demonstrates that although fishing communities do not profess to be interested in threatened marine species conservation, their spatial and customary fishing practices potentially align with conservation goals. Clear synergies between livelihoods and marine conservation emerge when using local ecological knowledge along with participatory mapping. This research demonstrates that successful fisheries management and marine conservation planning is possible using existing social, cultural practices, translated through geographic tools.

Incorporating local ecological knowledge aids participatory mapping for marine conservation and customary fishing management

With global biodiversity currently facing unprecedented losses, it is critical that resources are allocated and used effectively to mitigate these threats, especially in resource-limited tropical countries of the global south. Chondrichthyans (sharks, rays and chimaeras) are particularly threatened by overexploitation, with India being amongst the top fishing nations for these species and a priority region for their conservation. We conducted a scoping review of chondrichthyan literature in India to assess the relevance of this research to the conservation of these threatened species. Between March and April 2021, we searched for peer reviewed and grey literature across national and international databases and found 482 chondrichthyan publications. While the number of publications exponentially increased with time, the literature is dominated by short-term fisheries studies, biological records and observations, with less than 10% of studies addressing socio-economic and management themes. Research was biased towards specific states, particularly Tamil Nadu and Kerala, and towards charismatic species like the whale shark, leading to under-representation of potentially important regions and taxa. Overall, our study found low relevance and applicability of India's research literature to chondrichthyan conservation. There is a need for more directed and applied research explicitly aimed at informing conservation. We highlight specific data gaps, such as the need for improved understanding of the socio-economic aspects of chondrichthyan fisheries, species risk assessments at the regional level, data on critical habitats, and the evaluation of existing policies. Addressing these gaps can help ensure that effort is allocated to the regions, species and topics that need it the most, for improved conservation outcomes. © 2021 Elsevier Ltd

Shark and ray research in India has low relevance to their conservation

Participatory decision tools enable stakeholders to reconcile conflicting natural resources management objectives. Fisheries targeting highly productive species can have profound impacts on co-occurring bycatch species with low fecundity and other life history traits that make them vulnerable to anthropogenic sources of mortality. This study developed a decision tool for integrated bycatch management for data-limited to data-rich fisheries, improving upon current piecemeal approaches. First, through a systematic literature review, participants compile a comprehensive database of methods to mitigate the catch and fishing mortality of threatened bycatch species. These mitigation methods are then categorized into tiers of a sequential mitigation hierarchy, where interventions that avoid capture are considered before those that minimize catchability, followed by methods that minimize fishing mortality, before approaches that offset residual impacts. The methods are also assembled within an evidence hierarchy, where findings from meta-analytic modelling studies are more robust and generalizable than from individual studies. The decision tool enables stakeholders to evaluate alternative bycatch management strategies’ efficacy at meeting specific and measurable objectives for mitigating the catch and mortality of bycatch and for costs from multispecies conflicts, economic viability, practicality and safety, while accounting for the fishery-specific feasibility of compliance monitoring of alternative bycatch management measures. Ongoing adaptation of the bycatch management framework addresses findings from performance assessments, updated evidence, new mitigation methods and changes to governance systems. The proposed decision tool therefore enables stakeholders to develop bycatch management frameworks that provide precautionary protection for the most vulnerable populations with acceptable tradeoffs. © 2022, The Author(s).

A decision support tool for integrated fisheries bycatch management

The sustainability of global fisheries has emerged as a major concern for the future of marine biodiversity. In the spheres of seafood production and consumption, strict regulation of fisheries and more recently, ethical certifications of seafood products, are favoured as a means to ensure thriving fish stocks and healthy oceans. However, research has shown that such restrictions and market-driven certifications have had mixed results, with socio-ecological impacts detrimental to the long-term sustainability of tropical fisheries in the Global South. We approach this issue of fisheries sustainability in the Global South from the perspective of common pool resources by considering the practices of seafood producers, retailers and consumers and their inter-connectedness with marine fishing commons. We build on critical literature on commoning using data on consumption preferences of 531 seafood consumers and seafood availability in 400 seafood restaurants across 4 metros in India and examine the extent to which seafood consumption patterns and availability can facilitate or unsettle marine fishing commons. We identify patterns of selective seafood consumption and dependence on niche markets that are translated across seafood supply chains and disrupt initiatives by fishers to sustainably manage local fisheries. We then discuss efforts to increase consumer awareness and recommend building community-supported fisheries through initiatives like InSeason Fish. In conclusion, we argue that discourse in fisheries sustainability should be theoretically recast through a ‘seafood commons' that integrates practices of diverse resource users.

Rethinking sustainability: From seafood consumption to seafood commons

The language and practice of Marine spatial planning (MSP) is typically associated with state-led multi-sectoral planning efforts. Yet in countries like India, where the government is not yet promoting MSP, ocean space has already been divided using principles and practices that are characteristic of MSP elsewhere in the world. Instead of being initiated by the state, these MSP-like processes are initiated by international agencies when industries seek large-scale development of India's marine ecosystems. Although intended as an inclusive, holistic process to plan industrial development, this assemblage of MSP technologies, processes and practices mandated by international corporations produces a particular power relation through its rejection of local knowledge and insistence on data, for instance, in the form of discrete, geo-coded polygons. This paper argues that this form of MSP produces an ontological politics, despite emerging from seemingly rational, post-political and technocratic processes. Engaging with such politics is increasingly possible with access to geographical information systems and this, therefore, provides a novel space in which to engage in political struggle. The case of externally mandated MSP in India demonstrates that non-state actors can initiate MSP and therefore, opens the possibility for fishing communities, as non-state actors, to directly engage with the assemblage of practices that produce MSP.

Assembling marine spatial planning in the global south: International agencies and the fate of fishing communities in India

Rethinking fishing communities to safeguard life above water

This study evaluates local-scale drivers of shark harvests in India, one of the world's largest shark fishing nations. Focusing on key harbours in the states of Gujarat and Maharashtra, which together contribute 54% of India's shark harvest, this study uses a semi-structured survey to examine the practices of shark fishers and traders, their knowledge of shark trade and policy and perceptions of shark declines. Findings indicate that a domestic market for shark meat is presently the main local driver for harvests rather than the global trade in shark fins. Sharks are mostly non-target catch, landed whole, contributing to the protein needs of coastal communities. Consumer demand is the greatest for small-bodied and juvenile sharks. Perceived steep declines in shark numbers and sizes have had economic impacts on fishers and traders. The unregulated domestic market for shark meat is a key challenge requiring nuanced local approaches that diverge from global shark conservation priorities.
