It was established in 2014.&nbsp;It is guided by an academic council of academics and scholars from around the world. The council sets the university&#39;s academic standard, advising on matters of curriculum, faculty hiring and research.&nbsp;

The language and practice of Marine spatial planning (MSP) is typically associated with state-led multi-sectoral planning efforts. Yet in countries like India, where the government is not yet promoting MSP, ocean space has already been divided using principles and practices that are characteristic of MSP elsewhere in the world. Instead of being initiated by the state, these MSP-like processes are initiated by international agencies when industries seek large-scale development of India's marine ecosystems. Although intended as an inclusive, holistic process to plan industrial development, this assemblage of MSP technologies, processes and practices mandated by international corporations produces a particular power relation through its rejection of local knowledge and insistence on data, for instance, in the form of discrete, geo-coded polygons. This paper argues that this form of MSP produces an ontological politics, despite emerging from seemingly rational, post-political and technocratic processes. Engaging with such politics is increasingly possible with access to geographical information systems and this, therefore, provides a novel space in which to engage in political struggle. The case of externally mandated MSP in India demonstrates that non-state actors can initiate MSP and therefore, opens the possibility for fishing communities, as non-state actors, to directly engage with the assemblage of practices that produce MSP.

Preface

This article examines Bharatiya Janata Party (BJP)’s hegemony in Gujarat by studying the changes inaugurated by the party in the caste profile of Gujarati political elites. I showcase the transition of BJP from a party of elite castes to a limited accommodation of a few Hindu backward castes, especially under Narendra Modi’s chief ministership. However, I argue that the recruitment of Hindu backward castes as ministers represents a case of superficial democratization as they were appointed in non-influential ministries or were co-opted only near election time. Indeed, Modi’s developmentalist regime solidified the dominance of upper castes and Patels from an urban background and a few Rajputs, and led to a rural backlash in the form of Patel agitation. In the final section, I analyse these still emerging trends in Gujarat’s polity, which became visible on a rural–urban continuum in the 2017 state election. © 2020 Lokniti, Centre For The Study Of Developing Societies.

In the Hindutva Heartland: Bharatiya Janata Party’s Superficial Democratization in Gujarat

There are at least three vaguely atomistic principles that have come up in the literature, two explicitly and one implicitly. First, standard atomism is the claim that everything is composed of atoms, and is very often how atomism is characterized in the literature. Second, superatomism is the claim that parthood is well-founded, which implies that every proper parthood chain terminates, and has been discussed as a stronger alternative to standard atomism. Third, there is a principle that lies between these two theses in terms of its relative strength: strong atomism, the claim that every maximal proper parthood chain terminates. Although strong atomism is equivalent to superatomism in classical extensional mereology, it is strictly weaker than it in strictly weaker systems in which parthood is a partial order. And it is strictly stronger than standard atomism in classical extensional mereology and, given the axiom of choice, in such strictly weaker systems as well. Though strong atomism has not, to my knowledge, been explicitly identified, Shiver appears to have it in mind, though it is unclear whether he recognizes that it is not equivalent to standard atomism in each of the mereologies he considers. I prove these logical relationships which hold amongst these three atomistic principles, and argue that, whether one adopts classical extensional mereology or a system strictly weaker than it in which parthood is a partial order, standard atomism is a more defensible addition to one’s mereology than either of the other two principles, and it should be regarded as the best formulation of the atomistic thesis. © 2020, The Author(s).

This paper traces the conceptual-linguistic journey of the term “secular” in India and shows how its entry into any discussion was accompanied by questions of ambivalence about equivalence. An anxiety around its foreignness; or its inefficacy by being both excessive and inadequate as a word can be traced through multiple sites. It proliferates, meaning many things and nothing at all. What makes it so unsettled, so polyphonic, and therefore ready to be seized? In this paper, we consider Anderson type operators on a separable Hilbert space where the random perturbations are finite rank and the random variables have full support on . We show that spectral multiplicity has a uniform lower bound whenever the lower bound is given on a set of positive Lebesgue measure on the point spectrum away from the continuous one. We also show a deep connection between the multiplicity of pure point spectrum and local spectral statistics, in particular, we show that spectral multiplicity higher than one always gives non-Poisson local statistics in the framework of Minami theory. In particular, for higher rank Anderson models with pure point spectrum, with the randomness having support equal to , there is a uniform lower bound on spectral multiplicity and in case this is larger than one, the local statistics is not Poisson. © 2020 World Scientific Publishing Company.
